From the gather rulings for Expel the Interlopers:
9/1/2023 The numbers you may choose include 0 and 10.And while I could not find a rule thast specically addresses choosing numbers, I found one that is pretty close, and should inform the intent:
107.1c If a rule or ability instructs a player to choose “any number,” that player may choose any
positive number or zero.
