Cards didn't trigger effect when it should
During my turn,
I played Vadmir, New Blood first,
Then I played Penregon Besieged,
At the beginning of my end step, the Effect of Penregon Besieged would trigger " choose a creature with the least toughness among creatures your opponents control. It perpetually gets -1/-1"
Then, Vadmir, New Blood first didn't trigger the "commit a crime, put a +1/+1 counter on Vadmir, New Blood.
I am a new player, don't know if I misunderstood the game mechanic or it is a bug. Thanks.

Yes, a misunderstanding on your part. To commit a crime, a spell or ability you control must target the opponent, a permanent or spell under their control, or a card in any of their zones. To target, the spell/ability has to specifically use the word "target" to identify what will be affected. Merely being affected is not enough. Objects, players, and zones can be affected without being targeted. The key is the word "target" (or equivalent in your language, like "deiner Wahl" in German). "Choose" is not "target", so you did not commit a crime in your scenario, and Vadmir thus didn't triger.
