Elvish refuler works for both players
I could use my scurryfoot's exhaust ability on each of my opponents Turns. I think that also prevented my opponent from doing so. Encountered in Android

I just encountered a similar bug with Elvish Refueller : I had an Elvish Refueller in play under my control, but it allowed my opponent's exhaust creatures to use their exhaust abilities multiple times
