Tempest hawk
Tempest hawk explicitly states a deck can have any number of cards called tempest hawk but brawl still only allows a single copy. Hare apparent has the same rule text and shows an infinite symbol during deck creation

To get the infinite number, you have to have 4 copies in your collection first. If you have less, then that is the max you can play.
