Snakeskin veil bugged
Three times in the last 2 days I have the lands available but the system does not allow me to cast snakeskin veil during enemies combat phase? It’s an instant with not other limit text besides add counter and make hexproof but when I assign blockers and submit it goes straight to assigning damage without meeting me cast the instant spell.

I also have experienced this bug, enemy used Shoot the Sheriff and I applied Snakeskin Veil on my creature, but it got destroyed after the cast.

There are at least FOUR cards in Standard right now, all of them reasonably playable and thus can be expected to be encountered in games, that prevent you from casting spells on your opponent's turn. Other static effects can have similar results. so read your opponent's cards.
The four cards:
Myrel, Shield of Argyve
Voice of Victory
Grand Abolisher
Kutzil, Malamet Exemplar
