Put meme decks in their own matchmaking group
Hare Apparent Decks, 92 land Laelia Blade Reforged Decks, ***** Against Humanity decks. Just put them all in a matchmaking group so they only encounter each other and nobody else has to deal with them.

I don't agree with a separate matchmaking. I'll go further and suggest these sorts of cards don't belong in magic.
I simply don't play against grossly large (off-min-format sized) decks. Mathematically, it's apples vs oranges.
