Not enough mana
He had shifting Woodland 3 other lands, and no other Mana, and he was able to activate shifting Woodland 3 manna is not enough to activate that ability and he had no ability cost reduction.
Seems like a pretty serious issue

Shifting Woodlands can tap for mana, too. So your opponent had 4 mana available. Activating the copy ability does not require the Woodlands to tap, so it can be tapped for mana to pay for its own ability.
