Vivi comitting unreported crimes(joke title is relevant.)
Vivi Ornitier deals non-combat damage to opponents whenever you cast a non creature spell. Cards like Coruscation Mage, Spitfire Lagac , Firebrand Archer, Razorkin Needlehead, Sabotender, (etc) deal non-combat damage through various triggered effects. The difference? The damage that Vivi deals does not count as a Crime (in regards to the "Outlaws of Thunder Junction" expansion) , while all these other card effects do and trigger as such in MTG:Arena. It might be an oversight, or intentionally omitted since this would open up a lot more avenues for..."Interesting Combinations," but at the end of the day it is still by definition a Crime as it is an effect that targets an opponent.

A crime has to target something. Vivi's trigger DOOSN'T target anything. Therefore you are not commiting crimes with Vivi's pings.
To target something, the spell or ability has to use the word "target" to indicate what is going to be affected when it resolves. Just being affected does not make anything or anybody a target. Only the word "target" does.
