Chain Veil does not add activations correctly for new planewalkers when activated only once
There is a bug with the chain veil where the activations are not tracked correctly for new planewalker. I am playing a deck in historic with karn the greator creator and kiora.
If I activate chain veil 3 times the expected behavior is a new kiora can activate her ability 4 times. The reality is the new kiora can only activate once.
The bug seems to be that the chain veil only affects planewalkers in play by giving them extra activations when it should be a games rule modification affecting existing + new planewalkser. This limits the combo lines you are able to take + is a card bug. on MTGO this bug does not exist and chain veil modifies the game rules correctly.
This should be fixed and a tracker added to chain veil when however over showing how many times it has been activated so its easier to keep track of it.
You can reproduce this by playing vs sparky, activating chain veil and then playing a new planewalkers which will not have the effect activated. I have seen this across 5+ games of it not working correctly and impacts the decks ability to function
When x= 1 activation of chain veil the following happens ->
all existing planeswalkers get one extra activation (working as expected)
new planeswalkers do not get any extra activations (not working as expected they should be able to use abilities twice)
When x>=2 activations of chain the following happens ->
All existing get two total extra activation (working as expected)
new planeswalker get two extra activations

Final testing (it won't let me edit original post get a 502 gate wayerror so apolgoies for long comments) -> With x = 2 activations on chain new walkers can enter in and have it work as expcted. I was able to get it up to 7 due to the teferi and a new kiora was able to downtick 7 times.
So the card itself is bugged sometimes it works sometimes doesn't. Maybe only first the activation (x=1) the game bugs out and doesn't apply it to new walkers. At 2 it works. Frustratrating regardless

Next I activate restorative burst bring back a karn kiora from graveyard. I activate kiora to make more nkkthos mana. it gets stuck at 6. I activate karn to get restorative burst.
It gets stuck at 3. the card is just not working - it worked once when I initially got it via karn, activated it and the first karn can get another cart (pesitilent cauldron/restorative burst).
Then for all new planwalker (cast or storm the festival in) it has no effect.Only the initial chain veil worked becuase it modified planeswalkers already on the battlefield (which not what the card is supposed to do)

in This screenshot I storm the festival into karn+ kiora with chain veil tapped (every planewalker new or existing has +1 activation in theory). Both get stuck after 1 activation.
