Roiling Vortex Enchantment / Not Dealing damage properly
I was playing in Historic battle. An apponent played "Roiling Vortex" Enchantment during our battle and they also played "Dragonmaster Outcast" but every time Dragonmaster Outcast created a 5/5 Red Dragon Creature, Roiling Enchantment would only deal 1 damage to the opponent and not 5 damage as the card states it should "if no mana was spent to cast the spell, this enchantment deals 5 damage to that player.

The Dragon token is created with an ability not a spell. No spell is cast here, much less one for zero mana. Vortex has nothing to trigger for except the beginning of the player's upkeep, which results in 1 damage.
