Puca's Eye Bug
Hi, Puca’s eye clearly states permanent and not nonland permanent and i couldnt activate the card draw ability anyways and lost my quickdraft match

It does not state nonland, right, but the overwhelming majority of lands are colorless, including all basic lands. Because an object's colors are derived solely from the colored mana symbols in its mana cost (lands don't have that), its color indicators (most lands don't have that, Dryad Arbor being the exception), and effects that set/change its colors (many land animating effects also grant colors).
Also, Puca's Eye requires all five colors among your permanents, not just 5 colored permanents.
