Demilich does not consider perpetual modifiers on cards in the graveyard.
When Demilich effect triggers, allowing you to cast a card from the graveyard, it does not allow you to pay the alternative cost applied by a perpetual card effect (i.e. mana of any colour can be spent to cast this); it required me to play white mana (on a modified light's hope, conjured by Tome of the Infinite.
As far as I can tell I should be able to cast the cost paying any colour of mana as indicated by the modified card.

Demilich does not allow you to cast the card from the graveyard. It exiles it and makes a copy in exile, then allows you to cast that copy. Copies only aquire the copiable values of the original. The ability granted to the conjured card is not a copiable value, so it is not copied, and you still have to pay the mana cost of the card without modifications.
