Sage of the Skies x Elspeth, Storm Slayer
After triggering conditions for Sage of the Skies to create a copy of itself, I cast it while having an Elspeth, Storm Slayer on the field.
I only got one of the Sage of the Skies Tokens when Elspeth should be doubling any tokens that I make.

A copy of a permanent spell enters as a token, but that token is never created. Elspeth specifically looks for tokens being created. Which means, the "create a token" action.
