An opponent was exiling my creatures with phelia exuberant shepherd and my creatures did not return at the next end step as the card says. It exiled a shrine enchantment creature and an artefact creature

Most common way this happens is if opponent has a Containment Priest or similar card in play that keeps the exiled creature from returning to play.
