There is a problem with evoking an elemental incarnation for a cost that does not trigger its abilities.
First of all, it is possible to do so if one has, as an example, 1 plains and 1 swamp, and want to cast it anyhow (maybe to trigger entering the battlefield or death effects).
However, in the case one has 1 plains, 2 swamps, and want to evoke it for w/b instead of bb, then it is not possible.
This is a gameplay issue, since one might want to cast undying malice on emptiness before it dies to return it to the battlefield. That is, to save one black mana for undying malice.
There should be some option that allows you to evoke it for floating mana rather than the "pay bb" option, in such a scenario.
Thus, the problem seem to arise specifically when you are able to pay for its evoke cost to trigger its ability, but you don't want to pay that mana combination, for whatever reason.
I tried to recreate the two scenarios described above, one where it is possible to evoke it for wb, and one where it isn't.

No, you misunderstood my comment. You can select the floating mana by clicking on it.

Yes, it seems that this problem occurs specifically when one has floating mana?
It is possible, as Rezzahan comments, to tap the mana after evoking, but not before.
In the picture I provided there was two floating mana, one white and one black. A workaround in this case would be to exit the evoke cast, untap the mana, evoke it again, then tap the desired mana.
However, this seems to be the same issue as in other bug reports where floating mana isn't used? This could maybe become an issue in a case when one cannot do the workaround and untap mana, as an example if a manadork has been sniped or similar. -

You CAN do that. But you have to not select the options for 2 mana of one color presented, but rather click on the mana in your mana pool you want to spent directly, one of one color, one of the other. It works, I just tested that against Sparky.
