Jinnie Fay, Jetmir's Second
So I have a token deck right now that I managed to get all of my pieces out and the second Jinnie Fay was played if I decline to use her ability All of my multipliers stopped working sometimes I wouldn't even get my tokens. I don't know what caused that issue but it did happen in my last game.

You say you had multipliers on the field. I suspect, that you were already at the 250 token limit that Arena imposes on each player, or would go beyond it. If you would go beyond that, no tokens are created.
