when casting Vibrant outburst with Ojer Axonil on the board, the damage still clocks as 3 not 4+ based on Ojer's current power at the resolution of the spel

Did you target the opponent with the spell? Because damage to creatures or planeswalkers is irrelevant to Ojer Axonil.
