DONT RECEIVE THE 4 RARE WILDCARD FOR Cori-Steel Cutter
Today when I logged into my game, I only received 4 uncommon wildcards, and I'm missing the 4 rare wildcards for the Cori-Steel Cutter set.

If you got it after it was banned in standard, maybe that would make it different?

Wildcards for Cori-Steel Cutter were given when it was banned in Standard already. You do not get to double dip just because it now also got banned in Alchemy.
