It would not target Unstoppable Slasher even though it's not an outlaw.

Outlaw is not a crature typer, but a collection of several creature types. Assassins, Mercenaries, Rogues, Pirates, and Warlocks are outlaws. Unstoppable Slasher is an Assassin, so is an outlaw, and thus not a legal target for Shoot the Sheriff.
