"Redirect Lightning" not redirecting all single target spells
"Redirect Lightning" not redirecting all single target spells, happens in Brawl, Standard and Historic, haven't tried other modes, noticed mostly when the single target is a player.

Then that single target is most likely an OPPONENT. You are only changing targets, you are not taking control of the spell. The target must be an opponent of the spell's controller. And the only opponent available is you.
