That is known. Is it a bug? No. Is it boring and stupid ? Sure. But as far as the rules are concerned, there is nothing wrong here.
Cards also cannot be changed easily. Alchemy and Historic can do that via rebalancing. but in Standard and other non-Alchemy including formats, you are out of luck.
