Ninjutsu bug with turtle lair where cost could not be paid

When using these two cards turtle lair did not pay the ninjutsu cost for a ninja despite making 1 mana of any color for a ninja and or turtle

Ninjutsu is an activated ability, not a spell. Mana from Turtle Lair cannot be used for it.
