So many times, playing a card that says "may place" such as "at the beginning of your turn you may place counters on target creature", it doesn't allow submitting 0! I have to sit there and let my timers run out to end my turn if i don't want to complete the "MAY" action, or if I don't have a target on my side I want to use it tries forcing me to pick on my opponents side of the board.

If it doesn't say "up to", then choosing targets is mandatory. The "may" decision is made when the ability resolves. You can decline at that time. You cannot decline the targeting. This goes for ALL "may" abilities with tagets.
