I have read the description of why this is "not a bug" and I strongy disagree with it

Disagree all you want, it is not a bug. Paying for a TRIGGERED ability to have an effect does not qualify as spending mana on an Elf spell or to ACTIVATE an ability of an Elf source.
Only activated abilities can be activated, only triggered abilities can trigger. You can't trigger an activated ability, you can't activate a triggered ability. Those are very specific game terms with very specific meaning. They are not interchangable.
Heck, in this instance even having to pay mana on resolution of an activated ability would not qualify, since paying to activate an ability means to pay its activation cost, not any other costs it may have.
