Liesa, Forgotten Archangel's effect reads, "Whenever another nontoken creature you control dies, return that card to its owner’s hand at the beginning of the next end step." It does not specify whose turn it must be, but states "Whenever" and "at the beginning of the next end step."

I sacrificed a non-token creature using Dina, Essence Brewer's instant speed activated ability to sacrifice during my opponent's turn while Liesa, Forgotten Archangel was on the field. The creature I sacrificed was not returned to my hand at the beginning of my opponent's end step, as it should have been according to Liesa's effect.

Instead, my sacrificed creature remained in my graveyard until the end of the next turn, my turn's, end step, where suddenly the effect of Liesa triggered, and my creature was returned.

To repeat the bug in Arena, use any instant speed sacrifice effect on a non-token creature while Liesa is on your battlefield.
