I can't skip Iroh, Teamaster's 'may' ability
Every time I choose not to use Iroh's gift a card ability I have to wait like 10 minutes per turn because there's 2 buttons on my screen that do nothing and none that allow me to continue playing my turn

No, you do not have to wait out the timer, you just have to choose a target. The choice to make the trade or not is made on resolution. This is true for all targeted optional triggers. If it says "you may", it is still mandatory to put the trigger on the stack, and do all things nessessary to do so, like choosing modes and targets. When it resolves, you can decline.
