Recently played a game where Saruman the White Hand added to an existing armt Goblin Army instead of creating a new orc army

You are focusing on the wrong creature type. Orc, Goblin, Zombie are irrelevant, what matters is the ARMY subtype. Which your token had. So you did not get a new Army token. Rather, the already existing Army token got bigger and was made an additional subtype.
