When opponents have two or less cards in hand
Cards that are only supposed to trigger when opponents have x or less cards in hand appear to always trigger regardless of how many cards opponents have in hand.

You are talking about Bandit's Talent Chater 3? The trigger will always go on the stack, that is how it is worded. When it resolves, the game checks if the condition is true to let its controller draw a card or not. Did you or your opponent draw that extra card while that player's opponent had more than one card in hand? Or did you not wait for the trigger to resolve?
