Its ability should have been removed by Oko, Thief of Crowns, but the effect continued.

Not a bug. Ability losing effects cannot stop type changing effects. This is due to continuous effects being applied in a series of layers. Type changes happen in layer 4, while ability losing is applied in layer 6. So before the ability is lost, it has already made the lands into Islands.
