Doubling season does not double loyaly gained from planeswalker abilities
When activating Ugin, eye of the storms, doubling season does not double the loyalty gain from the +2 ability. It does double starting loyalty if Ugin is played after doubling season though.

That has always been the case and is correct behaviour. While entering with loyalty counters is due to an effect, and thus subject to Doubling Season, adding loyalty counters as a cost is not an effect, and DS does not apply. DS specifically only looks for effects adding counters.
