I think I solved the issue for my machine (Win10). It's related to the registry keys set by MTGA, you need to follow these steps:1. Open Registry Key Editor (Win Key + R -> type 'regedit' -> enter)
2. Navigate to "Computer\HKEY_CURRENT_USER\SOFTWARE\Wizards Of The Coast\MTGA"
3. Search for a key with "ShowPhaseLadder" in the name. It should be something like "BUNCHOFCAPITALCHARS.ShowPhaseLadder", not sure if it's the same for everyone.
4. Set it to 1Seriously, WotC. It's a single variable setting to patch this, and pure laziness that it hasn't been fixed yet.

Yep. This is happening to me, with the added wrinkle of I play two accounts.
(EDIT: By the comments, I'm not alone on that.)
The original once experienced this problem, but I forgot the workaround to get it to solve it.The second account., my nephew's, only shows phases via the hotkeys and resets each game.
(Kind of difficult to teach the kid about phases, and where to stop, without that indicator.)Also, it's Ctrl-L, not just L.

Okay, I reread A Killer Among Us to figure out that the token needed to be attacking.
But, Not On My Watch still should been playable.

Adding myself to this. Mid-game during a Jump In, I suddenly couldn't do anything at instant speed.
My opponent had nothing on board to prevent this and swung with one of his dinosaurs.
I blocked one with the Goblin token I'd selected for A Killer Among Us and went to sacrifice AKAU but couldn't.
I drew Not On My Watch, expecting to be able to play it on my opponent's swing.
He played the black sorcery that wiped my board and discarded my hand (sorry, I was too shocked to write down the name), but priority was not passed for me to play NOMW in response.
My opponent now had lethal, so I conceded.

This happened to me in an MH3 quick draft (log attached), just now.
I'm fairly certain it happened a few days ago in an Eldrain quick draft, as well.

In later games, this interaction worked as expected, until it didn't...
