This probably isn't a bug. Make Your Own Luck causes the card to become plotted, and plotted cards can only be cast at sorcery speed, even if they would normally be playable at instant speed.
"702.170d A plotted card’s owner may cast it from exile without paying its mana cost during their main phase while the stack is empty during any turn after the turn in which it became plotted."

This bug seems pretty consistent. I saw it happen three times over the course of a match, always when there was a planeswalker across the table. I never chose to attack the planeswalker, so I don't know if that would make a difference. I've used Calamity in a lot of other situations and hadn't seen this bug before.
