Strict Proctor isn't properly worded.
I just played against this card and failed to realize what it was actually going to do because whoever wrote this doesn't understand English.
"Permanent entering the battlefield causes a triggered ability to trigger, counter that ability unless its controller pays 2"
Key words: "causes a triggered ability to trigger".
I play banishing light on a minion, it gets canceled because i didn't pay 2 land. But this card isn't causing a triggered ability to be triggered. It's just an ability. Nothing else is being triggered.
The key words would imply things like, card text abilities on minions. Eg, things like summon a 1/1 when you play something. You would have to pay for that triggered ability to trigger.
A spell by itself targeting a minion does not trigger anything else unless you have another card with an ability or maybe they do. So whoever wrote this like this has made me so mad at improper wording, I have to come here to say this.
So unless this is just a bug with coding, then this card just doesn't make any sense. Fix this asap please.

I'm sorry, but this is a failure on your part to understand the game. Banishing light says "When Banishing light enters the battlefield..." This is a triggered ability which triggers when banishing light enters play. There is nothing wrong with the game, you just have a comprehension issue.
