Countered spells still trigger on spell cast effects
Opponent has a permanent that reads, whenever you cast a spell, all creatures get +1/+1. I counter that spell, effectively cancelling it, but the opponent still gets the trigger?? What's the point in countering then?

the spell was countered, but it was still cast, so the "whenever you cast a spell" clause is still triggered even though it was countered AFTER being cast. the spell was cast, it simply didn't resolve.

Once a triggered ability goes on the stack, countering the effect that caused it wont stop it from resolving. There are cards that can counter abilities, like Mirrorshell Crab's Channel ability
