Llanower Greenwidow
My opponent returned Llanower Greenwidow to the battlefield with its domain ability, it had the text "If this permanent would leave the battlefield, exile it instead of putting it anywhere else." I used Citizen's Arrest on it, which should have triggered the leave the battlefield trigger and exiled it. Instead it went under the Arrest and when the arrest was blown up it returned to the battlefield, very likely costing me the draft match.

My comment is correct.
Greenwidow picks up a replacement effect when you cast it from the graveyard that exiles it if it would leave the battlefield. Citizen's Arrest exiles. This means the Greenwidow is going to the same zone its replacement effect would send it to, but now it can return when Arrest leaves the battlefield.
As the Greenwidow has left the battlefield, it will no longer have the replacement effect exiling it as it is a new object.

Same issue, lost me a winning game. Do I get my Event Token back for that or do I just have to take the loss based on a bug?
sparksfamilyvalues' comment ist not correct. The trigger is based on "when this leaves the battlefield", no matter what kind of effect triggers it, it triggers and triggers first.
sparksfamilyvalues' comment would be correct if the card would read "when this leaves the battlefield and is not exiled" which is not the case. This certainly is a bug.

Citizens Arrest also exiled the Greenwidow, so it’s clause about being exiled is essentially met. When it returns it’s a new object without the exile clause
