Rothga not doubling Shivan Devastator's power
Not sure if this is just my misunderstanding of how power is calculated. Rothga Legendary GGxx grants a +x/+x boon to the next creature you cast where X is = to the creature's power.
Shivan Devastator Rx comes into play with X counters on it depending on how much mana is cast. I cast it with RX(x6), so it entered play as a 6/6. Why is Rothga treating its power as 0/0, which is not the power when the Devastator comes into play. Seems a little counter (no pun intended) intuitive to me

I think what's happening here is an annoying quirk (or "feature", depending on your point of view) of the wording.
Your Shivan Devastator enters the battlefield with 6 +1/+1 counters. But it doesn't get those counters until it enters the battlefield. On the stack, it's still a 0/0. And Rothga's ability triggers when you *cast* the spell. So what happens is Rothga's ability goes on the stack, and doubles the Devastator's power from 0 to 0. Only later, when it enters the battlefield, does the Devastator get its power. And that's too late to benefit from Rothga.
