Based off of wording it seems that the draw effect should resolve before the opponent has an opportunity to eliminate the role tokens target. -

The point is, that there are either no targets or one target. And if that one target is illegal by the time the spell would resolve, then it doesn't resolve, it's removed from the stack, and NONE of its effects happen (rule 608.2b).

Rulings
9/1/2023 You can cast Witch's Mark without a target just to discard a card and draw two cards. However, if you do choose a target, and that target is illegal at the time Witch's Mark tries to resolve, the spell won't resolve and none of its effects will happen. You won't discard, draw, or create a Wicked Role token.
9/1/2023 If you don't choose a target for Witch's Mark, the Wicked Role token won't be created.
I can't say that ruling number 1 for the illegal target thing is something I agree with. The role token part shouldn't negate the first half of that spell as its a completely seperate line. if the role token was the first line, then fine, but it is not the first line.
