Premium Draft - Can't cast Kellan's Lightblades unless in combat step
Playing first match of Premium Draft Wilds of Eldraine. Even though I had more then enough mana to cast Kellan's Lightblades the game wouldn't let me do it unless in combat step (either mine or opponent's turn). Cost me the match and now I'm unsure to keep playing my draft with this bug since this spell is the major removal of my deck.
Steps:
1- Build deck in Premium Draft. With 2 Kellan's Lightblades in the deck.
2- Start match. Play enough lands to be able to cast Kellan's Lightblades.
3- The game doesn't allow you to play the instant in any phase unless it is combat phase.
Platform: PC
Actual Results: Given player has Kellan's Lightblades in my hand. While player has enough mana to cast it. Player can't cast it unless in combat phase.
Expected Results: Given Kellan's Lightblades is in player's hand. While player has enough mana to cast it (one white, one any color). Player should be able to cast it in any phase where an instant could be casted.

Combat ends when the end of combat step ends. And until that time, all surviving attackers/blockers are still attacking/blocking. That means, there are still two opportunities IN COMBAT after combat damage to do stuff to attacking and blocking creatures. One is in the combat damage step after combat damage has been dealt, where the Parents' trigger went to the stack and resolved. Your opponent (and you) can resppond to that trigger, or let it resolve and then respond. And after that there is the end of combat step, where stuff like "sacrifice [this] at end of combat", etc. happens, and where once again you and your opponent can do stuff. An example response would be to sacrifice an attacking decayed zombie token to Village Rites to draw cards.
In short, combat is over, when the game is in the second main phase.

Kellan's Lightblads has to target an attacking or blocking creature, bargained or not. Bargaining it just makes it destroy that attacking or blocking creature instead. -

Did they bargain it? It has the following line "If this spell was bargained, destroy that creature instead" and I'm not sure if that just replaces the damage or the entire "Kellan’s Lightblades deals 3 damage to target attacking or blocking creature."

Format: Premier Draft Wilds of EldraineSteps that occurred:
1) Entered combat
2) Attacked with Protective Parents
3) Defending player blocked
4) Damage is assigned and Protective Parents takes lethal damage
5) Protective Parents dies and is sent to the graveyard
6) Triggered ability occured and I placed the "Young Hero Role" on another creature. (This confirms combat was 100% over)
7) Opponent casts Bargained Kellan Lightblade and kills one of my creatures.Actual result: Bargained Kellan Lightblade targeted and killed a creature who was not attacking or blocking.
Expected result: Kellan lightblade says "to target attacking or blocking creature", outside of combat you should not be able to target a creature EVEN IF it had attacked earlier in the turn.

The card does say "target attacking or blocking creature", and those only exist during the combat phase. The card works exactly as it is supposed to, you just failed to understand it.
