This land has an ability to pay 2 colorless for each player to draw THEN discard. Narset has a passive that prevents the opponent from drawing more than 1 card. Activating this land ability before the opponent draws their card at the beginning of their turn means they effectively get no draw, and if it is activated after it is a force discard. Not only is this overpowered, it is also not logical as per the rules because the ability uses the word THEN- so if there was no draw then there can be no discard.
