When playing an Alchemy event. My opponent played Darkstar Banisher targeting one of my mouse creatures. During the stack where it was exiling my creature i cast Shock to remove the Banisher. When the stack resolved my creature was banished and it did not seek to put another creature into my hand, causing me to lose the game.

You fell victim to the Oblivion Ring exile/return trigger problem, the reason why Banishing Light was created and is worded as it is. Because the exile and return are two seperate triggers, removing the exiling permanent before the card is exiled will send the card into exile for good, since nothing has been exiled yet when the return trigger is supposed to bring it back. So first the return happens (and there is nothing to return), then the exile.
The principle here is the same. In removing the Banisher before the exile, there is no exiled card to reference the owner of, and thus no one gets to seek.
