Cap the deck size in random matches to 60 cards
Create a separate format for decks with more than 60 cards.

That would be true if Arena played like paper magic and did not have an algorithm in place that makes those decks with more than 60 cards curve out and draw their win cons every single game.

Decks with more than 60 cards will, by default, be less consistent than decks with 60 cards. Playing against a deck that is larger than 60 should almost always be in your favour.
