Nine Lives is not preventing damage
I had Nine Lives on the battlefield against my mono red opponent but damage was not being prevented and the enchanmtent was still getting counters. It is supposed to prevent the damage in exchange for accumlating counters but this did not occur. Damage was still being done to me while it was stacking up counters.

There are several red cards that say "the damage can't be prevented" or "damage can't be prevented this turn." There's also the red creature Sunspine Lynx that has the ability "damage can't be prevented."
Nine Lives has the ruling "If damage that a source would deal to you can't be prevented, you still put an incarnation counter on Nine Lives. (2020-06-23)"
