Stuck in Summoner's Sanctum does not prevent Weapons Vendor from activating
Placing Stuck in Summoner's Sanctum does not prevent the activated ability of Weapons Vendor from activating.
Stuck in Summoner's Sanctum has the following language:
"Enchanted permanent doesn't untap during its controller's untap step and its activated abilities can't be activated"
Weapons Vendor has the following language:
"At the beginning of combat on your turn, if you control an Equipment, you may pay (1). When you do, attach target Equipment you control to target creature you control."
My understanding of activated ability is when a player decides to activate a mana-costed ability. The Weapons Vendor was still able to activate it each turn, even with Stuck in Summoner's Sanctum attached to it.

It’s not an activated ability. It’s a triggered ability with an additional cost
Trigger : beginning of combat on your turn
Addendum : pay 1 mana
Effect : equip target equipment to creatureRead it like this
At the beginning of combat on your turn : pay 1 to activate effect
Activated abilities would read
Pay x : activate effect
They don’t bother explaining this to ppl unfortunately
