Scrapshooter incorrect order for gifting card.
During a cube draft, My opponent played a scrapshooter, and gifted a card, the gift did not occur until the scrapshooter entered and destroyed my ghost vacuum, that is incorrect ordering as gifting occurs before the cards other effects ,and should have occurred while the scrapshooter was still on the stack.

That's a neat interaction I hadn't noticed before! Likely, since (atm) aside from Into The Flood Maw, I don't routinely play cards with Gift.

No, getting the gift first when the spell resolves is what happens with nonpermanent spells. For permanent spells, getting the gift comes from an ETB trigger. And since the controller of the spell also controls the triggers, they can order the gift trigger below the other ETB trigger of the permanent, thus the gift it gotten after the other ETB trigger.
702.174a Gift is a keyword that represents two abilities. It is written “Gift a [something].” The first
ability is a static ability that functions while the card with gift is on the stack, and the second is
either a static ability that functions while the card with gift is on the stack or a triggered ability
that functions while the card with gift is on the battlefield. The first ability is always “As an
additional cost to cast this spell, you may choose an opponent.” Paying a spell’s gift cost
follows the rules for paying additional costs in rules 601.2b and 601.2f–h. The second ability
depends on the [something] listed as well as whether the object with the ability is a permanent
