More likely you read it wrong. Converge countes colors, not mana spent. You could cast Prismatic Ending for X=5 and still only have one color (W) spent, same as if X =0. Or you could cast it for X=4 and spent all 5 colors. No matter how much mana you spend, you cannot go higher than 5 colors, so any nonland permanent with mana value 6+ is untouchable for this card. However, any nonland permanent is a valid target, but wether it will get exiled is checked on resolution.
