Commander moves from deck to exile due to Kotis effect and DOES NOT allow commander to move to command zone
I was playing Kotis in a private Brawl match and I casted a spell that moved the opponent's commander to the top of their library, which they chose to do, instead of putting into command zone. I then moved to combat and attacked with Kotis, which exiled the commander and a few other cards, then immediately allowed me to cast the commander without allowing my opponent to choose to move to command zone instead (my opponent was my fiance in the same room as me). She should have had at least one priority to move her commander to command zone due to state-based actions when a commander changes zones. Once for it moving from deck to exile, then (maybe) again when it moves from exile to my field (although at which point I have casted it, and it might be too late, but the first one from deck to exile is a given).

Kotis's trigger was still resolving, so no check of state based actions could occur yet. You are casting the exiled cards WHEN THE TRIGGER RESOLVES. State based actions are checked after all spells you wish to cast have been cast, and the trigger is removed from the stack.
Also, the commander return to command zone state based actions only apply to going to exile, graveyard, hand, or library. There is no such rule for stack or battlefield.
