Mana Value 3 or less means 3 or less not 4 or greater.
How is it that a Fading Hope is able to pop an Ouroboroid?!?

    Fading Hope can be used to bounce ANY creature. The mana value 3 or less is only relevant for the Scry 1. You get to scry if the permanent was cheap.
