1.b. Attack Using Lightning, Army of One equipped with Buster Sword and hit opponent for six (6) damage
1.c. From resulting Buster Sword interaction draw Lightning Helix, elect to cast Sage of the Skies [was in hand] for free
1.d. With the free cast of Sage of the Skies on the stack (after Lightning, Army of One "Stagger" trigger resolves) cast Lightning Helix at opponent for six (6) damage [this would be the first spell]
1.e. Allow the free cast of Sage of the Skies on the stack to trigger [this would be the second spell]

Sage has to be the second spell you cast that turn. Because its copy trigger is a cast triger, so the condition has to be true when you cast the Sage. Casting a second spell after the game has already checked the trigger condition will not retroactively trigger it.
Buster Sword's trigger allows you to cast, and REQUIRES you to cast the spell if you so choose, DURING its trigger's resolution. So casting the Sage with it means, it has to be the second spell you've cast this turn when Buster Sword's trigger resolves.
In essecne, you are confusing the second spell cast, with the second spell resolving.
