Three quests.
My 3rd quest has just been a timer for a few weeks now. It hasn't given me 3 quests or the option to reroll in weeks.

Everyone gets one daily per day. You can have up to three of them active. You do not have to clear such a quest on that day. You do not get three quests at once, except when a new set releases. Then everyone gets their three quest slots filled.
