Targeting opponents creature with restoration magic to prevent buff
I should be able to target an opponents creature with restoration magic to prevent them from
Buffing the creature with a spell. It allows me to target their creature but it doesn’t prevent the buff

Hexproof prevents an opponent of the permanent's controller from targeting it. If you give hexproof to an opponent's creature, that opponent is YOU. YOU cannot target it anymore.
